How do I check to see if land near me has a signed easement for one of these companies?
The Payne County Clerk web site has public records that are on a free site to look up this info.

Click the 3 lines in the upper right hand corner for menu.

Click Land Records, last in row on left.

Input user name and log in (need register first time and remember what you used), verify info in box, hit submit and there is a statement of accuracy for you to acknowledge.

Next, lines on left, select “Party.”

Under Grantee name, type in company that you want to search.
Example: Cimarron Link, Blue Heron and Clean Line are all HVDC transmission line companies. (Maybe others?), Wagon Wheel and RWE Clean Energy are Wind Turbines projects (that we know of), Drumtown Solar and Payne County Solar are Solar companies (and there may be more of these). It will list the easements and or leases. -
Click Detail box on left and you will find the Grantor name along with section, Township and range.

Upper right had side of that page says “View Document” and you will find the first page of the agreement.
It’s really not this complicated after you’ve searched a few times!

How Do I Order a Sign?
You can order a large plastic sign 3'x4' vinyl overlay like the one above from Acord Signs in Chandler, OK, for $40 per sign. Or get together w/ group of friends, neighbors, Facebook, and order and one person go pick them up. Or, make your own! Order from someone you know. All options are good!

A group member kindly preordered signs from a Bixby company to have at Monday, 12/9 meeting. Options: 32”x48”, printed directly on the plastic, 4mm thick. $20. (So not quite as big and not as sturdy, but lower cost). Background red w/ white letters. No transmission equipment in black. And, 24”x18”, 4mm thickness, on stakes (like small yard political signs) $5

Blackstone, Caisse de dépôt et placement du Québec, and Liberty Mutual Insurance Company have invested in Invenergy. So these are the companies that receive the tax subsidy $$$ per megawatt.

“CL is NOT "an SPP initiative". It is trying to fool the court with words and take advantage of the court's ignorance of how the electric system works. If SPP's job is to operate the transmission system owned by others, then CL would be part of that system owned by others. And if SPP's job is to keep the system reliable, then CL says it is for reliability. But, the fact remains that SPP did not review, approve, or authorize the construction of CL for any reliability, economic or public policy purpose. CL is not part of any SPP plan. CL is planned outside of SPP's process and CL will have to get SPP's permission to interconnect to its system, but that does not make it a SPP "initiative." The initiative is all CL's. CL is comparing itself to actual SPP ordered and approved projects (Sooner-Wekiwa) and Transource, which is a public utility because it was ordered to build the project by SPP for the purposes of reliability. That project actually is at SPP's initiative.”

(FYI, this all related to current fight in Garfield County too where CL is taking landowners to court Monday for access to survey. In their initiative they try to compare themselves to the project mentioned above that is a public utility).
What's the difference between public and private?
The difference is public use. The electric cooperative and its suppliers are public utilities, which is a legal designation. They supply electricity to any member of the public who requests it without discrimination and at the same rate. This is the obligation of a public utility. Cimarron Link is a merchant transmission project. It has no customers in Oklahoma (or elsewhere, aside from a promise from the federal government). Cimarron Link will auction off its transmission service to the highest bidder (if there are any bidders -- a reason the federal government stepped in to backstop this unnecessary project). Cimarron Link is a voluntary supplemental transmission project that has nothing to do with reliability, economics or public policy. It has not been found needed by your regional grid operator, Southwest Power Pool. It is a speculative venture where Invenergy thinks if it builds this supplemental, for-profit project that voluntary customers will want to use it and will sign contracts that financially support it. However, that didn't happen, so our federal government has stepped in to sign a contract for up to half of the capacity so that the project can be built without customers. The feds have no intention of actually USING the project. They think they can resell the capacity to some imaginary company after the project is built. If imaginary company wanted this transmission capacity, it would sign a contract now.”
Where are wind turbine structures approved in Payne County?
This was filed three years ago and construction is underway approaching Payne County now. 201 structures with exact latitude and longitude are listed in the Wagon Wheel Wind counties. What about the question of surveyors on land?
State law:
“3. The following persons may enter such land of another unless forbidden to do so, either orally or in writing, by the owner or lawful occupier thereof: registered land surveyors and registered professional engineers for the purpose of land surveying in the performance of their professional services, persons making a delivery,…”

We specifically told a company asking to enter land “NO. You do not have permission to ever be on our land.”
